James J. Bell

Partner

James Bell is a partner with Hoover Hull Turner LLP. He practices in the areas of criminal defense, attorney discipline proceedings, professional liability, and ethics matters. He also provides risk management advice for legal professionals and law firms. He represents lawyers, judges, professionals, and individuals in matters where reputations, careers, and livelihoods are at stake.

James helps clients manage exposure and navigate sensitive situations with discretion and strategic judgment in investigations, disciplinary proceedings, civil litigation, and white-collar criminal matters. Drawing on more than two decades of courtroom experience, he works to position clients for the strongest possible outcomes. His focus on early intervention, thorough preparation, and practical problem solving often helps clients avoid formal charges or long-term consequences altogether.

When litigation or disciplinary proceedings cannot be avoided, James combines skilled judgment with persuasive, credible advocacy before courts, agencies, and disciplinary bodies. Clients value his ability to see beyond the allegations, understand the broader personal and professional impact of a matter, and advocate with both skill and humanity in high stakes situations.

Outside of the office, James enjoys spending time with his three children and his wife. Raised in Alabama by Irish immigrants, James moved to Indiana to attend college and become the most mediocre swimmer in NCAA Division III history.

  • Representing at a final hearing elected prosecutors formally accused of misconduct.
  • Representing at a final hearing a former Big Law lawyer who was formally accused of misconduct.
  • Representing Department of Justice lawyers before the Office of Professional Responsibility (OPR) and intellectual property lawyers before the Office of Enrollment and Discipline (OED).
  • Resolving hundreds of disciplinary investigations for judges and lawyers without formal charges being filed by the Indiana Disciplinary Commission or Indiana Judicial Qualifications Committee.
  • Resolving numerous criminal investigations at the state and federal levels without charges being filed.
